POSITION TITLE: Director of Human Resources

MINIMUM QUALIFICATIONS:
Education, specialized background, training and experience.
A. Possession of a bachelor's degree in human resource management, labor relations, business administration, public administration, government, or closely related field and six (6) years of professional and administrative experience in public education human resource administration, including one (1) year of supervisory experience; OR
B. Possession of a bachelor's degree and eight (8) years of experience as stated above, including one (1) year of supervisory experience; OR
C. An equivalent combination of training and experience as defined by the limits of "A" and "B" above.
NOTE: Possession of a master's degree in areas described in "A" above may be substituted for one (1) year of the above experience.
PRIMARY WORK ACTIVITIES:
Typical activities characteristic of the class.
- Serves as the school district representative in the negotiation and administration of collective bargaining agreements including the handling of grievances and the maintenance of grievance files;
- Directs various professional, technical and clerical personnel in performing the following: recruitment, approval of personnel changes, maintenance of a variety of employment records, salary surveys, substitute registry, Workers’ Compensation, employee benefit administration and retirement etc.;
- Serves as the Compliance Officer for the school district regarding Human Rights Law, Equal Employment Opportunity Commission and Title IX, including reports filing and appeals handling;
- Plans, initiates and directs the District’s mandated programs such as Family Medical Leave (FMLA);
- Coordinates professional staff assignments including building transfers, personnel layoffs and recalls;
- Certifies the proper certification of all personnel and coordinates reporting to the Basic Education Data Systems (BEDS) and determines seniority of personnel within tenure or service area;
- Participates in meetings of labor management committees and as a member of the team negotiating with the District’s labor union;
- Creates and oversees submittal of personnel related items for the Board of Education Agenda and assists in the implementation of Board of Education policies;
- Oversees mandated training and Workplace Violence Committee;
- Assists with payroll processing;
- Performs such other tasks and assumes such other responsibilities as directed by the Superintendent of Schools.
TERMS OF EMPLOYMENT:
- Full-time, provisional appointment
- 12-month position
- Salary commensurate with education, qualifications, and experience
